This is the decision the whole page turns on, and it is worth being blunt about because the wrong answer is expensive either way. Spot repair is right when the surface is broadly sound and the damage is local: one crack, a section of tile, a lifted piece of coping, a patch of deck. Resurfacing is right when the surface itself has reached the end — chalky throughout, aggregate showing across large areas, or already washed down as far as it can go.

Cracks: What Is Actually Happening
Craze cracking is a surface phenomenon — a fine web in the plaster caused by shrinkage as it cured, or by age. It is cosmetic, it does not leak, and filling it individually would look worse than leaving it. It is also the most common thing homeowners call about, so if that is what you have, the answer is usually that nothing needs doing.
Structural cracks are different in character rather than degree. They run, rather than web. They often continue from the floor up a wall, or track along a line where the shell changes shape — a step, a bench, a light niche. They can move seasonally as the ground does, and they can leak. Those get investigated before they get filled, because a crack that is still moving will simply reopen through any patch.
Waterline Tile And Coping
Tile comes off for two reasons: the bond behind it has failed, or the beam it sits on has moved. Loose tile that lifts cleanly with the grout intact is usually the first. Tile coming away with material still attached, or a run that has dropped along a line, is usually the second, and that wants looking at before it is stuck back.
Coping loosens the same way, and a lifted coping stone is worth attending to sooner rather than later — it lets water behind the beam, which is how a cosmetic problem becomes a structural one.
Deck Repair
Pool decks in this county take sun, salt and standing water, and the two things they do in response are spall and crack. Spalling lifts the top layer and leaves a rough, flaking surface that is unpleasant underfoot and gets worse quickly once it starts. It can be cut back and resurfaced in sections without redoing the entire deck.

Not usually. Waterline tile can be reset with the level dropped a few inches below the band rather than emptied. Draining a pool in Florida is a decision we avoid where possible, because a high water table can float an empty shell — that is a real risk here, not a theoretical one.
Can you match my tile?
Often, and where an exact match is not available the usual approach is to lift tile from a less visible run — behind a ladder, under a diving board mount — to patch the visible area, then use the closest available match in the hidden spot. It reads far better than a slightly wrong colour at eye level.
When would you tell me to resurface instead?
When the plaster has gone chalky or rough across the whole pool, when aggregate is exposed over large areas, when there are numerous structural cracks rather than one, or when the surface has already been acid washed several times.
